I think the point is that the US pays for all the research into life saving medications and/or treatments and so the cost of said research is passed on to US consumers but other countries like Germany aren't subject to the US patent system and can just make and sell whatever drugs they want using the research bought and payed for by US consumers as assurance that said drugs are safe.
So pharmaceutical companies have no leverage to get consumers in countries like Germany to pay their share for said research.
So, the US is trying to incentivize their "allies" to pay their share for this.
Dude, you are seriously living under a rock… Medical patents also exist in Europe, and are usually filed at the same with the US one. I think you’re forgetting that a LOT of large pharmaceutical companies are European, and if US patents aren’t recognized the US would do vice versa. Europe does however have better maximum price policy. So we don’t get fucked as much as Americans with the bill.
You really don’t understand anything about patents or the pharmaceutical industry at all do you. Whilst not subject to US patents the patent holders will also have filed German European and PCT (world) patents to protect their IP outside the US. And in addition the us is by no means the only country that does pharmaceutical research. Please learn about GSK, AstraZeneca, Sanofi, Bayer, Boehringer Ingelheim, Merck, Novo Nordisk…
The US government and corporations are only responsible for about 1/3 of biomedical research funding around the world. 2/3 of the research in the field comes from places not the US.
Where did you come up with the delusion that the US pays for everything? And why would you not even do the most cursory of fact checking on such an obviously ridiculous statement?

I ask because I see a lot of comments that 'the US pays for all in the world' - but never any proof. (There is only one country that gets paid for just about everything - but saying the name gets you branded anti-semitic these days)
