It's not over by any means. He's put a 100% tariff on Australian pharmaceuticals. The issue is that the government negotiates a price with drug companies directly. If they lower the price sufficiently, it goes on the PBS, and is subsidized by the tax payer, for the tax payer. If the price can't be negotiated low enough, it can still be sold here, it just won't go on the PBS.
Apparently, the drug companies aren't making enough from the drugs that go on the PBS to trickle it down to US citizens. Supposedly, they would pass on the extra profits to the US domestic market by lowering their prices in the US. And if you believe that, I've got a bridge to sell you.
