Staying in Didi Dighomi
I'm staying here last few days. Place seems grand . Few people are friendly when I say hello or thanks but mostly met with blank straight faces. Few older people have a laugh at my expense like trying to buy a light bulb

Nobody overly /fake friendly. Nobody getting into your biz. No local cares about you.

However, In many Eastern European countries, “a smile ” for no reason isn’t the norm .. just like in South Korea:
People in South Korea do not smile at or greet strangers in public because casual friendliness with unknown people is not part of their social custom. I think it is somewhat similar in the Republic of Georgia.
It may genuinely take the cashier at the local supermarket four years to smile back at you.
Your race can also influence how people respond. If you are Indian or have a darker complexion ... - Some Georgians may warm up more quickly to foreigners who are blond & blue-eyed, or American.

It is suburban, peripheral, relatively new development. I don't know where you are from but it is pretty much the same in every modern city in the world. People, mostly families, mind their business in these residential areas.
