The main verb here is “to eat,” and eating pad is intentionally for the sake of the health, so เพื่อ is used here.

vs

[การกินอาหารที่มีประโยชน์] ดีต่อสุขภาพ
[Eating healthy food] is good for the health. (Not “*[Eating healthy food] is good for the sake of health.”)

The main ”verb” here is “to be good.” Being good is a state with no intention, so you cannot use เพื่อ.

Oh yeah…this. Now I can see why it’s confusing.

เพื่อสุขภาพ for health (benefits).

ดีต่อสุขภาพ good for (your) health.

You will need extra word in front of ต่อ to specify how it affects the word after. In this case ดี.

You can’t use ต่อสุขภาพ alone unless to answer a question(rarely happens irl). Eg. Q:ดีต่ออะไร A:ต่อสุขภาพ but you can skip ต่อ in this case as well.

From OP’s instance, ต่อ in this case is usually used with other words (like มีประโยชน์ต่อ… เป็นผลเสียต่อ… ส่งผลต่อ…) to convey “has … effect on …” but เพื่อ is more like “for …”

So your sentences translated would be: 1. I eat vegetables for my health (I think you meant to type ผัก not ผัด) 2. Eating healthy foods has a beneficial effect on health

I’m confused that there’s a possible situation when both are interchangeable.

I run a few sentences in my head and I can’t find one.

Maybe something I overlooked.

I may be a native, but I wouldn’t claim I am an expert and know all about Thai.

Both words can use in many situations, which is why I’m not answering without context. I could get it completely wrong.

เพื่อ is tied to the concept of benefit, somewhat like "for the sake of".

ต่อ, on the other hand, is related to opposition.

Like most commenters, for me this seems like a weird confusion to have but I somewhat get it.

ต่อ always has a directional aspect so is “for” in a towards/against/onwards sense.

เพื่อ is “for (the sake of)”.

Examples:

เพลงเพื่อชีวิต is folk music (more generally “songs for life”)

เพลงต่อชีวิต is not a thing but if it were it would be understood as “songs (combatting) against life”.

Actually, "เพลงต่อชีวิต" is a thing (see google) with various meanings of ต่อ, including continue, for, extend, etc. It looks like it's generally positive sense in this particular phrase. I can image a phrase in which it means "music to contend with life" (i.e. to deal with) maybe.
