Yeah, the EU novels outright said so, and Clone Wars heavily implied that even as late as Episode IV, Jabba was frighteningly capable of kicking quite a lot of ass and absolutely not above offing enemies with his bare hands. Also Clone Wars heavily implied Jabba as we see him later is bitter and deeply depressed over whatever happened to his mate and later his son becoming estranged to him. By ROTJ he's basically Bandit from Smokey and the Bandit as of the sequel - ate, drank, and stoned himself into a depressed stupor.
