It's pretty much already federal, since EU laws can override a country's constitution. Which means that the EU actually possesses sovereignty rather than the member states because the EU is the highest authority.

Here in Austria, our constitution is split into basic principles and other constitutional law. EU can NOT change the basic principles, but it can change other constitutional laws
