It's pretty much already federal, since EU laws can override a country's constitution. Which means that the EU actually possesses sovereignty rather than the member states because the EU is the highest authority.

Some countries still have an opt in, while others dont. So youre very close to correct.

Can you elaborate? I've only heard of opting in and out for the Schengen area. To my knowledge, EU laws are supreme in all full member states.

Im from denmark, and our constitution overrules eu law. This means that our King can say yes or no to any eu regulation.

He has not said no to anything yet(to my knowledge), but he can. If eu removed that right of his, denmark would have to rewrite our constitution..
