Except this has nothing to do with capitalism. In fact trying to influence the market through governmental policies is literally the antithesis of free market capitalism

Because most governments on this planet have decided that healthcare is a human right and shouldnt be part of the 'free market'. So most countries negotiate prices with the pharma companies because its in any governments interest to have affordable medicine.
