This is a documented fact. It’s well known that this works. It’s just the optics aren’t good for politicians and when they want to make cuts cutting support for ex criminals is an easy choice.
First, we agree on the psychos. Psycho gonna psycho. But “poor and stupid” explains some criminal behavior, it doesn’t excuse it. The vast majority of poor and unintelligent people still manage not to repeatedly victimize other people. At some point, if someone repeatedly demonstrates that they either can’t or won’t live in society without committing crimes, why should everyone else be required to keep absorbing the consequences? Maybe their circumstances improve, maybe they don’t. But after enough chances, I’m comfortable prioritizing the people who can live within the rules.
People can easily live within the rules until their circumstances make it impossible. You can scream "it's illegal to steal" all you want, but if someone is hungry they're gonna steal.
We can either hurt people because you deem them unworthy, or we can actually apply psychology.
