Partly true, but you also need a functional and well trained police force, because many people simply have an antisocial personality disorder (in the DSM-5 sense), regardless of their material conditions.

Personality disorders are largely driven by environmental factors, that's why they're called personality disorders and why ADHD, autism or bipolar are neurochemical disorders. It'd learned behavior. Like you wouldn't have PTSD people to manage if you didn't send people to bs wars in the first place.
