Yeah honestly, thinking it's vibecoders' fault is being optimistic. I imagine it's one of the following:

1. In-house "coders" of government agencies are old and haven't been updated with developments in their field. They're stuck with early 2000s HTML knowledge. They've been there the longest, so they're the ones in middle management positions now. New hires working under these types would then be frustrated with their superiors and leave.

2. Positions that don't directly contribute to the function of the agency are considered administrative positions, and thus, it's possible that the ones in-charge of the websites didn't even study coding/programming in the first place. (This one is the least likely, now that I think about it)

3. The websites and different portals being used were made by contractors. Because the in-house coders/programmers weren't intimately involved during development, they're not able to or are slow to release security updates because they first have to reverse engineer how the website/portal was made before they can make tweaks. Add bureaucracy into the equation, where the people who actually do the work need approval from 3 different people to even have access to the source files, not to mention how many people need to review and approve these changes before they can be deployed, then we're absolutely fucked.

4. The IT department is severely under staffed, under budget, under appreciated, and still over pressured. Top-level management of government agencies are often composed of old ass people waiting for retirement, so their idea of technology is highly outdated. It makes sense for them to approve a budget of billions of pesos for constructing roads, but they have no idea how costly it is (especially now) to develop and especially maintain a smooth and secure IT infrastructure. Still, since Marcos is pushing for "digitalization," the IT guys are scrambling to make something out of what little is provided to them, thus, what we have now.

5. A mix of these. Probably this.
