Why is app content restricted

I work at a location in Illinois, and I am wondering why knowledge center information is unavailable while clocked out.
Is there some kind of law?

many things are both geo-fenced and punch-fenced so they can only be accessed when you are on site and clocked in through legion.

this is in part to maintain work life balance
