Definitely a plant hopper. Them and leaf hoppers are wild, they literally come in all shapes and sizes and some look like a practical joke gone wrong.

Some even have contracts with wasps trading honeydew for protection for them and their babies.

It seems to be brown winged planthopper (Pochazia shantungensis) nymph. They came to Europe from Asia, quite invasive it seems.
