In the opening scene of SF2, we see US Secretary Of State Vince Hadden in the White House Press Room giving a comment about the Kazakhstan 🇰🇿 Missle Incident the occurred at the Pharcom Warehouse District during the final act of SF1 in which Gabe detonated the missle/R9 Devyatka in midair and subsequently killed Erich Rhoemer via Gas Grenade in the Missle Silo Control Room, then after the Colorado Mountain mission of SF2, we see Hadden/Mara talking to Agency Director Lyle Stevens and new Pharcom CEO Mr.Cochrane, the one who's neck Mara cracked, discussing getting rid of Gabe Lian's plasma to get Phase 2 of the Syphon Filter Virus in order to secure the deal with Shi-Hao, later we see Him again berating Stevens for His failure to recapture Lian, warning Him that He's "running out of time", then during the post-credits scene of SF2, we see Him arriving in Virginia with Mara to stop His men from carrying out the operation to kill Gabe, Lian, and Mujari, I always wondered was it obvious to anyone else that Hadden was the Big Bad all along? Because the first time I beat SF2 when I was 14 I was floored by the reveal, much like I was when Jason Chance pulled out His Red Lightsaber/was revealed to be an Agency Operative all along, stuff like this just flew RIGHT over my head🤣

I always thought that Marcos, the terrorist leader, would look better in his soldiers uniforms.

And his partner is a CIA Agent, He is an NPC from one of the levels; he appears in Paraside Ridge, Teresa Lipan faces them in the missions. This time he's the one who defuses the bombs; Marcos has to protect him.

And they are soldiers who look a bit like CBDC agents, only they have blue suits, and they are thinner.
