What's a lbs/ft?  You mean lb-ft.  Foot goes in the numerator with lbs.  Not the denominator as you noted.

The notation would be fine if they reversed the numbers also, Lb/ft torque would get smaller as the force got bigger.

Lb/ft would never be torque anyway.  Torque is always force times length.
