Fog is just clouds that have reached the ground. This is in the mountains so its likely these are low level clouds.

OP was looking for 'cloud lights' but could not find them.

It sure looks like they have their high beams on (or their normal lights (the driver side one) is aimed way too high - the passenger one seems okayish).

These are our normal lights, using high beams or fog lights would blind everyone on the road haha. It just looks bright because of the light reflecting on the clouds, they are aimed normally down on the road.

@ 4 seconds, unless that part of the road has a very small and abrupt crest/hump, your driver side beam is aimed way too high.

I can clearly see the aim point well above the incoming car's lights.

Will not work in this, we are going between the layers and it is not dense enough, it would be so bright to the point where we would blind ourselves and other drivers. If you see later in the video there is a guy with his orange fog lights on that blinds us.

They even have special lights just for these conditions but nobody knows how it works.

Traditional fog lights do not work in clouds like these as it is not as dense as traditional fog. It is scattered and not dense so we will just blind other drivers, no point in using them, see later in the video the guy who blinded us with his orange lights.

These are low level scattered clouds (fog) within a mountain, which is unlike what you will see in a mountain as typically you have a solid cloud layer. What makes these clouds interesting however, is traditionally when you see fog it is dense and the visibility is consistently low. But here we are driving through multiple different cloud layers as we ascend and descend through the mountain road, the clouds are scattered so the visibility fluctuates as we "jump between clouds". It's what creates the whisps you see in the video, it's pretty cool.

I remember once driving to SD from AZ in the middle of the night and it was like this. Kinda scary to be up on the curvy mountains and can’t see more than 10 feet ahead

This is in the Lebanese Mountains, it's rare for us to get clouds actually on the roads as they usually descend into the valley below. Here's an image of what I mean.
