In 2016, an Uber scam began happening in China where people would sign up as drivers with uncanny profile pictures. People would see their drivers picture, get freaked out, and cancel their ride. The scammers would then collect a cancellation fee, and would repeat the process.

So I get charged if I cancel five minutes from pick up yet ive had drivers cancel one minute before

I think if a driver cancels less than five minutes before pick up they shouldn't be allowed any pick ups for an hour

I don't know about uber, but on the other gig work apps I've used cancellation rates are heavily monitored, destroy your rank, and can easily get you deactivated.

It did. Uber used to operate in china between 2014 and 2016 before they sold their operations to Didi in exchange for equity in Didi. Keep in mind, however, that Uber still operates in Hong Kong and has a limited presence in Macau. Both are special administrative regions with their own regulations, separate from mainland China.
