The guy was not walking his dog. You can see in the beginning of the video that he's across the street inside his property and his dogs runs out after the other dog.
This is another reason I'm so thankful I live in the middle of nowhere. I couldn't imagine having to stop what I'm doing and tie a rope onto my dog for a walk every time he needs to shit lol. I just open the door and say "go."
People who keep dogs in cities/suburbs are actually kinda weird to me. Sucks for the dog and is inconvenient for the person.
Where I live, and I assume most cities/neighborhoods, a dog can't be leftunattended in a yard with no restraint (i.e., tether, leash, fence). The spirit of that law is referring to leaving the dog unattended. It's not about being outside with it to play, walk to the car, go outside for a minute to the bathroom, etc. In those cases, you're given the benefit of the doubt that the dog is under your control until the dog actually does something wrong. A completely different situation than leaving it out there for extended periods (which people would totally do if they could get away with it) or walking through a neighborhood off leash.
There's a dog in my neighborhood that lies in the front yard and watches the world go by. It doesn't bark, doesn't rush to the sidewalk, or anything. You wouldn't know it was there. A bomb could go off next door and this dog would just lie there unimpressed.
Hindsight is 20/20. I still say that dogs in a neighborhood this densely occupied should be leashed, tethered, or in a fenced in yard. All it takes is two seconds for a dog to decide they want to run off and “play” with someone/something across the street.
No, maybe just teach them not to run right by the road? If I was driving by their yard at this time I’d slam on my brakes because I’d be worried they’d just keep running through the street.

I dislike unleashed dogs in public more than anybody, but the hero dog was in their yard and didn't leave the yard. I'll reserve judgement.
