Absolutely yes. I've seen so many dogs, large and small, being aggressive with other dogs and with people. Once saw a small dog go up and growl at a well-behaved leashed dog, and the idiot owner said to "oh, he just growls, he doesn't bite". Owner of the leashed GSD just said "yeah, well, mine does. Hard." The owner of the aggressive chihuahua actually got offended...
My mother told me about something like that she saw…except the big dog growled and barked back at the unleashed small dog, enough to literally scare the small dog to death. Like, as in the small dog died right then and there.
