My parents had a neighbor who had German shepherds that they didn't train or interact with at all. It was honestly sad to see. But one of the younger ones was very fence reactive, and jumped the fence into my parents' yard more than once. One time, it was after I'd brought my own dog into the yard. The German shepherd jumped the fence, came charging at my dog. There was about five seconds of barking and growling and then, thankfully, my dumbass mutt dog got bored and literally just walked away and started sniffing something lol. The shepherd immediately backed off, then, too.
We did file a complaint with the city after that. My mom is like 90 lbs and has a disability, and it wasn't fair for there to be reactive dogs back there who could jump the fence when she was just out gardening, and potentially put her in harm's way. There's no way she could defend herself. But then the people just kept their dogs inside all the time. It was really heartbreaking, because the situation wasn't the dogs' faults. They could have been incredible dogs if someone had just taken the time to train them.
