Is it anyway to fix this? It needs to be waterproof, I think If I just sew it it will get him wet if he sits on the floor (which he does) thank you.

Buy something called Tenacious Tape. You can buy sheets on Amazon. It works like the dickens for repairing holes like this. I used on some snow pants and it lasted amazingly until they outgrew. Also good for jackets etc.

Look at NoSo patches - won’t be waterproof, but is strong alternative to sewing
