Discussion/আলোচনা নারীর সবচেয়ে বড় শত্রু নারী।
A Jamaat-backed female MP Nurunnisa Siddiqua recently asked in parliament:
"Are only girls citizens of this country? Are boys not citizens? If both have equal rights, then why is education not free for boys as well?"
The irony is that this question came from a reserved-seat MP. She accepts it without realising the difference between equality and equity. A parliament is supposed to debate policy with evidence and context. Questions about public spending are fair. Questions about effectiveness are fair. But any discussion about gender policy should start with an understanding of the difference between equality and equity.
Equality means giving everyone the same thing. Equity means recognizing that different groups face different barriers and designing policies to reduce those barriers. For Example: If one student starts from the top of a building and another starts from the bottom of a deep pit, giving both the same ladder isn't fairness. It only creates the appearance of fairness.
The rationale behind Bangladesh's female education stipend programs was never that girls are "better" or "more deserving" than boys. These policies were introduced to address specific problems: higher female dropout rates, child marriage, poverty, and social barriers that historically kept girls out of school.
Reserved seats themselves are a form of affirmative action. They exist because political parties, including her own, have historically failed to nominate enough women in general constituencies. Likewise, When girls receive scholarships, some see a special privilege. They don't see the social conditions that made those policies necessary in the first place.
Bangladesh still struggles with child marriage and gender-based educational disparities. Female education incentives were introduced as policy interventions to address those realities. Whether they should continue indefinitely is a legitimate policy debate. But dismissing them through a simplistic "where is equality?" argument ignores decades of research and development experience.

Boys have always been provided the means of education by their family. Girls haven't been historically. So to make education more accessible to girls it has been made free for them. Some might say there is no longer a need for it since we have 'progressed' as a society, but progress can very easily be reversed considering how braindead our current 'Gen' is.
That took a grand total of maybe 3 braincells to think about.

আচ্ছা, আপনারা কি এতোই বোকা, এতটাই সরল? আপনার কি ধারণা এই মহিলা ‘সমঅধিকার প্রতিষ্ঠার জন্যই’ এই কথাগুলো বলেছেন, বা ‘পুরুষ অধিকারের জন্য’ তার হৃদয় কান্নাকাটি করছে? না কি তার উদ্দেশ্য সংসদে একটা বিশেষ গোষ্ঠীর বক্তব্য আমদানি করা যেখানে নারী-পুরুষ অধিকারের ভেদাভেদ স্পষ্ট হয়? নারী হয়ে পুরুষের কাজ করার দক্ষতা বা ক্ষমতা যাতে কারো না থাকে? পুরুষরা তো এটা চায়নি আর অবৈতনিক নারী শিক্ষা আরেকজন নারী প্রধানমন্ত্রী খালেদা জিয়া-ই শুরু করে গেছেন। আপনার কি ধারনা এই মহিলার পুরুষের প্রতি আবেগ উথলে পড়ছে, আর সেটা আপনি নিজে বিশ্বাস করেন অন্যকেও বিশ্বাস করতে বলেন?
আর বাস্তবতা হচ্ছে পুরুষ তো দূরের কথা নারীর অবৈতনিক শিক্ষা চালানোর অর্থনৈতিক বাস্তবতা এদেশে অসম্ভব। শুধুমাত্র কিছু সরকারি স্কুল-কলেজে সরকারি ভর্তুকিতে মেয়েদের বেতন শূন্য রাখা হয় যাতে তারা অর্থনৈতিক কারণে ঝড়ে না পড়ে, যাতে শিক্ষিত মেয়েদের সংখ্যা বৃদ্ধি পায়। এখন আবার যদি ছেলেদের বেতনও শূন্য করা হয় তাহলে আরো কয়েক গুন ভর্তুকি বেশি লাগবে- এই টাকাটা কি উনার সংগঠন দিবে? নাকি উদ্দেশ্য ‘সমান অধিকার’ প্রতিষ্ঠার জন্য মেয়েদের অবৈতনিক সুবিধা বন্ধ করে দেয়া??
ব্যপারটা অনেকটা এমন- একটা এলাকায় আগুন লেগেছে, ফায়ার সার্ভিস আগুন ধরেছে এমন বাড়িগুলোতে পানি দিচ্ছে, এমন সময় অগ্নিদগ্ধ এক বাড়ির জানালা থেকে মুখঢাকা এক মহিলা বলছে- সবার সমান অধিকার দরকার, এলাকার সব বাড়িতেই পানি দেয়ার ব্যবস্থা করা হোক। আর এটা শুনে আপনারা সবাই বান্দরের মতো হাততালি দিচ্ছেন।•

সবার জন্য ফ্রী এডুকেশন ভালো, সবার জন্য রিলিফের মালও ভালো, সমস্যা হচ্ছে আমাদের দেশের সীমিত বাজেটে সবাইকে রিলিফ দেয়া সম্ভব না, তাই যাদের রিলিফটা বেশি প্রয়োজন তাদেরকেই দেয়া হয়, একই ব্যাপার শিক্ষার ক্ষেত্রেও। সবাইকে বিনামূল্যে শিক্ষা দেয়ার আর্থিক সক্ষমতা এখনও আমাদের হয় নাই, যেমনটা ইউরোপের অনেক দেশে আছে, এখন এই বাস্তবতা মাথায় রেখে যখন শুনবেন কোনো জামাতের এমপি বলতেসে শুধু মেয়ে কেন, ছেলেদেরও এই সুবিধা দেয়া হোক, তখন বুঝে নিবেন সে ছেলেদের সুবিধার কথা চিন্তা করে এই কথা বলতেসে না, বলতেসে তার দলের এজেন্ডা মাথায় রেখে।

let me share my real life experience. when I was intern doctor, one day a pair of twins(one male and one female) were born, both were in critical conditions and both needed hospitalization. the grandma and father of the babies said they will admit the male baby in hospital only, not the female baby. thats how deep rooted the gender inequality is. people discriminate between their own children.

এটা টাকা পয়সার চেয়ে নৈতিকতার সমস্যা বেশি। বেশির ভাগ জায়গায় অনুন্নত চিন্তা ভাবনার জন্যই বিয়ে দিয়ে দেয়। এমন না যে খরচ চালাতে পারে না বলে বিয়ে দেয়। একটি মেয়ের পড়াশুনার খরচ চালানোর চেয়ে তাকে বিয়ে দেওয়ার খরচ অনেক ক্ষেত্রে বেশি।

তথ্য উপাত্ত ছাড়া চিন্তা করলে এরকমই মনে হয়, মেয়েদের শিক্ষার হার কম এবং স্কুল থেকে ঝরে পড়ার হার বেশি বলেই সরকারি ভাবে এটাকে incentivise করা হয়, এটা শুধু মেয়েদের বেলায় নয়, সব উন্নত দেশেই পিছিয়ে পড়া শ্রেণী/গোষ্ঠী কে সরকারি ভাবে incentivise করা হয়, আদিবাসী অধিকার সংরক্ষণ নীতিমালাও একই কারনে করা হয়ে থাকে।

উপাত্ত অনুযায়ী, বাংলাদেশের শিক্ষাক্ষেত্রে ছেলেরাই এখন সবচেয়ে বেশি পিছিয়ে পড়ছে ও ঝরে পড়ছে। প্রাথমিক শিক্ষা অধিদপ্তরের (DPE) তথ্যমতে, মেয়েদের ভর্তির হার ৯৮.৬৯% হলেও ছেলেদের ক্ষেত্রে তা মাত্র ৯০.৫৩%। এই সংকট আরও স্পষ্ট হয় ইউনিসেফের (UNICEF) তথ্যে, যেখানে নিম্ন-মাধ্যমিক শিক্ষা শেষ করতে পারছে ৭৬% মেয়ে, অথচ ছেলেদের ক্ষেত্রে এই হার মাত্র ৬৩%। এর সরাসরি প্রভাব পড়ছে ফলাফলে, যেখানে এসএসসি ও এইচএসসিতে মেয়েদের পাসের হার এবং জিপিএ-৫ পাওয়ার সংখ্যা ছেলেদের চেয়ে অনেক বেশি। মূলত পড়াশোনা ছেড়ে অল্প বয়সে উপার্জনে বাধ্য হওয়াই ছেলেদের এই বিপর্যয়ের প্রধান কারণ। বাংলাদেশ পরিসংখ্যান ব্যুরোর (BBS) রিপোর্ট অনুযায়ী, দেশে ১৭ লাখেরও বেশি শিশুশ্রমিকের মধ্যে ঝুঁকিপূর্ণ ও বিষাক্ত কলকারখানায় যারা কাজ করছে, তাদের ৯৭.৫%-ই ছোট ছেলে। এই নীরব সংকট রোধে এখনই রাষ্ট্রীয় ও সামাজিক পর্যায়ে বিশেষ উদ্যোগ নেওয়া প্রয়োজন।

আমি কি কোথাও বলছি মেয়েদের ঝরে পরার হার কম বা ছেলেদের বেশি? আমি বললাম কোনো চিন্তা ভাবনা ছাড়া মেয়ে হলেই সুবিধা দিলে হবে? সুযোগ সুবিধা বাড়াতে হবে অঞ্চল ভিত্তিক। মেয়ে হইলেই যে আপনি insentives গুলা পাবেন এটা কেমন কথা? সব জায়গার মেয়েরা কি পিছিয়ে পরা?

তারমানে যেই জায়গায় পিছায় আছে সেইখানে মেয়েদের সরকারি ভাবে সুবিধা দিলে আপনার সমস্যা নাই। তাইলে এইবার আসি অঞ্চলভিত্তিক সুবিধার ব্যাপারে, অঞ্চলভেদে তো জীবনযাপনের খরচও আলাদা, কিন্তু সরকার প্রদত্ত বিভিন্ন সুবিধাদি যেমন বয়স্ক ভাতা, বিধবা ভাতার পরিমান তো সব অঞ্চলে একই, তাইলে খালি মেয়েদের শিক্ষায় আর্থিক সহায়তার বেলায় কেন আপনার চুলকানি হইলো?

বিধবা ভাতা নিয়েও চুলকানি হইতো যদি বিধবা ছেলেরা হইতো, বিধবা শুধু মেয়েরাই হয়। আর একজন মেয়ে তার স্বামীর আয়ের উপর যতটা নির্ভর থাকে একজন ছেলে তার স্ত্রীর আয়ের উপর ততটা নির্ভর থাকে না। সেক্ষেত্রে বিধবা ভাতা justified. আর বয়স্ক ভাতা ছেলে মেয়ে দুই জনই পায়। সেক্ষেত্রে আমার সমস্যা নাই। এখানে এক লিঙ্গকে পুরাপুরি বাদ দিয়ে চিন্তা করা হচ্ছে না। আর একটু কমন সেন্স খাটায় যদি চিন্তা করেন, বয়স্ক ভাতা আর বিধবা ভাতার impact আর ফ্রী শিক্ষার impact আমাদের আর্থসামাজিক অবস্থার উপর একই কি না? একটার সাথে আরেকটার তুলনা হয় কখনো?

কমেন্ট কি না পড়েই কমেন্ট করেন? আবার আমার কমেন্ট পড়েন, আপনি বললেন অঞ্চলভিত্তিক সুবিধা বাড়াতে হবে, তো আপনার যুক্তি অনুযায়ী তো অঞ্চলভেদে বয়স্কভাতা, বিধবাভাতার পরিমান ও বাড়া উচিত, যেই অঞ্চলে জীবনযাত্রার খরচ বেশি সেখানে এসব ভাতার পরিমান বেশি আর যেসব অঞ্চলে জীবনযাত্রার খরচ কম সেখানে এসব ভাতার পরিমান কম হওয়া উচিত, কিন্তু তা তো হয় না, শুধু মেয়েদের শিক্ষার ব্যাপারে অঞ্চলভিত্তিক সুবিধা চান কেন?

I don't agree with her narrative but I think education up to high school level should be free for all. At least in public schools. Our eduaction level is really poor even when compared to other South Asian nations (and when I point this out, I get accused of glazing India Pakistan. Shitheads here don't understand it's a huge problem for our future development). When I talk to our kids, I feel like they are dumb as bricks. At least this way the literacy level will increase.

সরকারের পক্ষে তো কেস বাই কেস ব্যাপারটা ম্যানেজ করা সম্ভব না, এসব ক্ষেত্রে সরকার পরিসংখ্যান দেখে, পরিসংখ্যান অনুযায়ী মেয়েদের কম বয়সে স্কুল থেকে ঝরে পড়ার হার বেশি, তাই মেয়েদের জন্য এই প্রণোদনা, পরিসংখ্যান যখন বলবে এই হার ছেলে মেয়ে উভয়ের জন্য সমান/কাছাকাছি তখন হয়তো সরকার এই প্রণোদনা দেয়া বন্ধ করে দিবে।

This is what happens when you don't develop minimum critical thinking skills. What she could have said was to introduce a scholarship scheme for students by the government and encourage big companies to set up scholarships, but this is what happens when you support a party that believes women should hold no leadership position but still nominates them for the reserved seats. Remove the reserved seats for women then she'll understand equality.
Some are saying she was talking about making education free for all ok but the main thing is she should have been unambiguous just say education should be free for all. Let me educate you on reality it is impossible to advocate for true educational equity while completely ignoring the reality on the ground in Bangladesh. Official BBS and UNICEF data shows that boys make up the vast majority of child laborers, and nearly 98% of those trapped in dangerous, toxic, and hazardous industries are little boys. Excluding boys from free education policies ignores the very children who are most vulnerable to being pulled out of school and forced into manual labor. Please check Bangladesh child labor statistics before making comments plus in Bangladesh especially in low income groups societal expectations heavily pressure young boys to contribute to household income or take over family businesses, pulling them out of education. You've very likely also seen little boys working as child laborers every single day on the streets, in workshops, and in markets, while you rarely see girls forced into that same type of public, heavy labor. Please check the official Bangladesh child labor and education statistics before making any comments.
