No. Sakuras are a bad choise for a city. Smaller life span, extremely difficult to maintain properly, and it looks nice one week a year, all the other time it's just a common tree with small canopy giving not much shade.

Most trees in Komidas are infected with bacterial gal and have infestation problems.
How would gradual replacement guarantee bacterial gall won't be transferred to the new trees, something that is transferred both by contact and by air. As well as the infested trees becoming a harbor for pests.
These things cause a weak link in the ecosystem and are a threat to the new ones planted. constantly spraying a tree for pests has never solved the issue, only made it worse.
