Just Got A Phone Call From My Amazon Echo..... NOOOOO
Don't know what triggered it and didn't even know my device could make phone calls to be honest, but it happened and I hate it. They really are recording everything apparently, which is why I just turned off all recording.

I've used it for years in order to find my cell phone. I'm always losing it when I'm home alone.

It listens for it's wake word.
Once it thinks it hears that, it sends the rest off to the mothership to be processed
It thought it heard your equivalent of, "Alexa, Call Bob".

You can call other people's alexa's if you let it. I added my exwife so our kids could call her if they wanted to.

I did know Alexa could call through devices, it's an obvious advertised feature. They really are timing my rice cooking.
(I'm not sure how you went from calling to recording so I decided to make a similar leap.)

AFAIK Alexa can't call 911 unless you pay for a service to do it.

I’ve used my echo to call my phone to find it dozens of times over the years
