Little did I know my ex had gotten parking tickets in my car so I got arrested for eating dinner after they did the whole “investigation”. It was a state trooper too, they took me to the local PD where I needed to find someone to bring $50 to pay the ticket. I’m guessing that ticket would be $300 now. This was in like 2013

The cop was told to interact with a member of the public, so obviously that means he needs to win that interaction and come off as the one in charge. Once he's there talking to the person, no amount of outside information will make him divert from that goal. If he can make some kind of demand of the person and get something out of them, even something as small as making them get their ID out, his ego gets a hit he so desperately needs. If he doesn't get this, he gets super angry and takes it out on the person.

The call more than likely came in as a "subject down" or something similar. Which just means, yes, someone is laying somewhere. Maybe asleep, maybe heat exhaustion, maybe drugs, maybe whatever.
So most likely, a passerby just saw a dude laying down in an "unusual" place and called 911. Happens all the time, like multiple times a day in every city on the planet. And 90% percent of the time it is just someone hanging out or taking a nap, but sometimes it is medical emergency.

Nah I'm not gonna agree with that, its a complicated situation though having extremely poor people abusing the park does make it less safe and unusable for the taxpayers. That said a lot of homeless have also been abused far beyond what was legal in my area (back in the 80s they even poured oil, coffee and urine on them if you can believe it).
I think a nap is fine, even if its a homeless person, but if they stay there for days at a time... it has become a problem. Many parks do have camping spaces but they aren't for you to live there... if someone homeless lives there it deprives someone else of a camping spot.
Basically all of this is exactly the kind of thing bodycams are supposed to stop. You know they wouldn't even need the body cams if they hired even tenuously good people.

I look at it as injustice+potential damage: you took away my freedom to defend myself, not be touched and harassed for no reason and while in custody anything could have happened, as sadly has happened to others before. 30k is not even the bare minimum and I would still wish a lot of bad things to the people who did that to me. Yeah if you haven't been through it, it seems like an easy payout but shit like this costs you something in time and trust. Court cases take a lot of coordination and endurance. Once you factor in legal fees and incidentals you end up with much less than what it says on its face.
While imperfect, the law tries to find fair restitution. There's a reason the judge and precedent pegs compensation at this level, and I would not have called it 'easy.'

On October 26, 2022, the judge ruled that Walden's contact with Land should have ended when it became clear that Land was not sleeping in the park or in need of assistance, and that the city was not responsible for Walden's actions.
On November 22, 2022, the city settled the lawsuit for $30,000.
