I honestly am only grasping at straws here, but I think it's because Communism has a lot of "big burly women" style characters like Zarya, and Capitalism is supposedly the free thinking one allowing men assigned female at birth to transition, and fascism is rooted in traditionalist aesthetics.

Again, this is just my two cents. I don't know though

Would the woman in the picture be considered big and burly by literally anyone?

I thought it was about aviation, as USSR had famous female pilots and cosmonauts.

no the commentary is that they were all born women. one's had a.. 'gender affirmation surgery'.
it's a commentary on that.
