tl;dr: for a rocket it is waaaay more important to go fast than to go high. and earth rotates very slowly, so going higher doesn't make you much faster.
That's what they actually do.. not at the equator level, but very close ( probabilly there are other factors at play, like infrastructure near the base, being near an ocean, in case anything goes wrong,stuff like that)
