I would think of them as different failings. 'Bad English' I would take to mean spoken English. Grammar would refer to written English. Even that grates a little, 'poor grammar' feels like the better expression.

the point of language is to convey information as concisely as possible, everything else is secondary. descriptive and prescriptive grammar are a shackle

Actually bad English and bad grammar don’t mean the same thing. For example, the tautology he brings up is bad style but is grammatically correct. Bad being capitalized is also a stylistic choice

I would describe 'bad' being capitalised as bad English. It's one of those rules that only a master can break. If a school student wrote it you would correct it. If Cormac McCarthy wrote it you would accept it.

Bad grammar is not what the poster was talking about. They mean people who are bad at speaking English and that’s not exclusively because of grammar, could be pronunciation or lack of knowledge on words or other stuff. Also this isn’t really that big a problem. It’s just saying you are only attracted to people you can speak the same language as

I assume she doesn't like fans of the 80s band Bad English, which honestly seems a little harsh. They just don't seem significant enough to generate that sort of reaction .

Yeah the second and third points are invalid. "Bad English" is entirely valid phrasing if you're talking about someone's spelling or perhaps their vernacular. And the Internet often capitalises the beginnings of words for emphasis, mimicking proper nouns to make them appear important. Replier is an English prescriptivist and all English prescriptivists go to hell.
