The bigger story here is why this is happening. Did a sizable percentage of the population not return to Kuwait for this academic year because of the war?

Did no one actually read the article? People are being terminated in specific specializations where there are too many teachers that have been hired. There are still shortages in other specialties and the ministry is still hiring to cover those positions (the sciences from previous reports).

Manpower shakeup, probably a lot of redundancy and a push towards kuwaitization.

I hate when article titles have nothing to do with the actual story. Yes, the cut frees up 42 million, but the title makes it seem like that's why all these people are being fired.
