Restoration of gun rights

I have a friend who was convicted of a felony in 2004. He has served his time and had his voting rights restored. He has since moved to a different state. Can he have gun rights restored in his current state or does he need to go back to the state he was convicted in?

Not a convicted felon, however from what I understand, he would need to get his gun rights restored in the state that restricted them.

Have him file a 17b motion to reduce his felony to a misdemeanor if possible and yes he'll have to do it in the courts where he was arrested and charged
