There are many many examples of this around the world. The regulatory systems in all areas inadvertently create a favorable space for existing participants and then expand regulatory requirements (under the guise of consumer protection), and make it more difficult for new entrants. We can see this in qualification creep in professional organizations as well. The end game is a complete stall , like what occurred in the former Soviet Union, followed by complete collapse
