They are japanese, "burn out" doesn't exist in the vocabulary of the goverment.

I dunno, UA is said to be a top-of-the-top school, so I guess it’s just a case of even the “dumb” students (like Kaminari or Kirishima) being on the smarter side compared to most students? Not entirely sure, though, since the story doesn’t get into it I just assume it’s the case of the characters being Built Different for the sake of the story
