Edit: from what I understood from the bureaucratic wall thing, let's say Kiara wants a project with Marine. Kiara's manager, has to talk to the EN management. Then EN's MM has to talk with JP's MM. Then JP's MM has to talk to Marine's manager. And finally, Marine's manager has to talk to Marine. What Fubuki meant is that basically all of that process is gone, and now they can just talk to each other (I think, idk). Tbh, this is actually a good change.

I think this is only for projects (such as songs, skits or whatever) and not normal collabs.
