Wow, I'd think the water would produce a lot more steam.

Ya. That's absolutely not water. Water would violently boil with a giant bus sized red hot slab of steel dipped in it. Claude said it might be polymer/synthetic quenchant, used in industrial settings, and can be clear like some of the liquids you see in this video. The later videos with the flames are definitely oil quenchant.
