Subreddit-də hərbi xidmət, çağırış yaşları, təhsil möhlətləri, sağlamlıq statusları, xaricdə olan vətəndaşların hüquqi vəziyyəti və s. ilə bağlı tez-tez eyni suallar verilir. Mövzuların dağınıq olmaması və hər kəsin cavablar tapması üçün bu Megathread-i paylaşmaq qərarına gəldik.

1. 📚 Təhsilə görə möhlət hüququ, yaş limitləri, çağırış tarixləri və tibbi müayinə

Çağırış tarixləri: Müddətli həqiqi hərbi xidmətə çağırış il ərzində 4 dəfə keçirilir — yanvar, aprel, iyul və oktyabr aylarında.

Çağırış yaş həddi: Qanunvericilikdə edilən son dəyişikliklərə əsasən həqiqi hərbi xidmətə çağırışın son yaş həddi 30 yaş müəyyən edilmişdir (18-30 yaş arası).

Təhsilə görə möhlət yaş limitləri:

  • Tam orta təhsil (Məktəb): Təhsilini bitirməyənlərə 20 yaşına qədər.
  • Bakalavriat (əyani): 24 yaşı tamam olanadək (ölkədə və ya xaricdə).
  • Magistratura (əyani): 26 yaşı tamam olanadək.
  • Rezidentura və Doktorantura: Təhsil müddəti bitənədək. (Doktorantura qəbul imtahanının 1-ci mərhələsini keçənlərə əlavə 3 ay möhlət verilir).

Qeyd: Möhlət hüququ hər təhsil pilləsi üzrə yalnız bir dəfə verilir. Qiyabi təhsil alanlara möhlət verilmir. Postun aşağısındakı Qeyd 1-ə baxın.

Çağırışdan öncəki tibbi yoxlanış:

  • Çağırışçı Səfərbərlik və Hərbi Xidmətə Çağırış üzrə Dövlət Xidməti (bundan sonra SHXÇDX olaraq qısaldılacaq) tərəfindən rəsmi çağırış vərəqəsi və ya elektron kabinet vasitəsilə məlumatlandırılır.
  • İlk növbədə yerli rayon/şəhər tibb komissiyasında (terapevt, cərrah, nevropatoloq, psixiatr, göz həkimi, LOR və s.) müayinə olunursunuz.
  • Şübhəli və ya əlavə yoxlanış tələb edən xəstəlik aşkarlanarsa, çağırışçı mərkəzləşdirilmiş dövlət xəstəxanalarına yönləndirilir.

2. ⚖️ Əsgərlikdən yayınma, hüquqi prosedurlar və 30 yaşdan sonra ölkəyə qayıdış

Çağırışa vaxtında getmədikdə nə olur?

  • Üzrlü səbəb (xəstəlik, təbii fəlakət və s.) olmadan çağırış vərəqəsi üzrə gəlməmək inzibati və ya cinayət məsuliyyəti yaradır.
  • Sistemli şəkildə boyun qaçıranlar haqqında materiallar Prokurorluq orqanlarına göndərilir.
  • Cinayət Məcəlləsinin 321-ci maddəsi (Hərbi xidmətdən boyun qaçırma): Qanuni əsas olmadan həqiqi hərbi xidmətdən yayınma 2 ilədək azadlıqdan məhrum etmə ilə cəzalandırılır. Postun aşağısındakı Qeyd 2-ə baxın.

30 yaşa qədər xaricdə qalıb 30 yaşdan sonra gələnləri nə gözləyir?

  • 30 yaşınız tamam olsa da, xidmətdən yayınmısınızsa, cinayət məsuliyyətindən azad olmursunuz.
  • Sərhəddən keçərkən və ya ölkəyə daxil olduqda haqqınızda axtarış/məhdudiyyət qərarı olduğu üçün saxlanıla bilərsiniz.
  • Məhkəmə qarşısına çıxarılırsınız. Məhkəmə cərimə, şərti cəza və ya azadlıqdan məhrum etmə qərarı verə bilər. Cəza çəkildikdən və ya məhkəmə prosesi bitdikdən sonra 30 yaşı keçdiyiniz üçün xidmətə aparılmırsınız, lakin haqqınızda cinayət işi / məhkumluq qeydi olur. Qeyd: Praktikada məhkəmənin bu şəkildə keçirilib keçirilməməsi müəmmalıdır. Şəxsi təcrübələri olanların bölüşməsini xahiş edirik.

3. 🚨 Ölkəyə gəlib-getmək limitləri və sərhəd məhdudiyyətləri

  • Təhsil və ya digər qanuni əsasla rəsmi möhlət hüququnuz (və ya pasportunuzda möhlət möhrü/sistemdə qeyd) varsa, ölkəyə gəlib-getmək üçün heç bir say və ya gün limiti yoxdur.
  • Möhlət hüququnuz yoxdursa və ya müddəti bitibsə, SHXÇDX tərəfindən ölkədən çıxışınıza "stop" (sərhəd məhdudiyyəti) qoyulur. Bu halda ölkəyə daxil ola bilsəniz də, hərbi məsələni həll etmədən ölkədən çıxa bilməyəcəksiniz.

4. ✈️ Xaricdə qalaraq üçüncü ölkələrə (Türkiyə, BƏƏ və s.) səyahət etmək

Əgər Azərbaycan vətəndaşı kimi xaricdəsinizsə və hərbi xidmətdən yayınmağa görə haqqınızda axtarış verilibsə:

  • Üçüncü ölkələrə (məsələn Türkiyə, BƏƏ və s.) səyahət: Digər ölkələrin sərhəd xidməti sizin Azərbaycandakı hərbi statusunuzu yoxlamır. Keçərli pasportunuz və vizanız olduğu təqdirdə bu ölkələrə giriş-çıxış edə bilərsiniz. İnterpola da verilmir, bu durum sadəcə ölkə daxilində keçərlidir.
  • ƏSAS RİSK — Pasport müddəti: Pasportunuzun müddəti bitdikdə xaricdəki Azərbaycan Səfirlik/Konsulluqlarına müraciət etməlisiniz. Hərbi mükəlləfiyyət sənədiniz (möhlət və ya hərbi bilet) olmadıqda səfirlik yeni pasport verməyəcək və ölkəyə qayıtmağınız üçün yalnız "Qayıdış şəhadətnaməsi" təqdim edəcək.

5. 🎖️ Milli Müdafiə Universiteti və DİM imtahanında 600+ bal toplayanlar

  • Milli Müdafiə Universitetinə (MMU) qəbul: MMU-nun tərkibindəki hərbi liseylərə, Heydər Əliyev adına Hərbi İnstituta və s. qəbul xüsusi tibbi, fiziki və psixoloji seçimlərdən, həmçinin DİM imtahan nəticələrindən keçməklə həyata keçirilir.
  • DİM imtahanında 600+ bal toplayan mülki ali məktəb məzunları: Son qərarlara və tətbiq edilən mexanizmə əsasən, mülki universitetləri bitirmiş və DİM imtahanında 600-dən yüksək bal toplayaraq qəbul olunmuş şəxslər həqiqi hərbi xidmətə çağırıldıqda, onların bilik və bacarıqlarından səmərəli tətbiq üçün Milli Müdafiə Universitetinin nəzdindəki xüsusi İntellektual Bölmələrdə / IT və analitik mərkəzlərdə xidmət keçməsi təmin olunur.

Bunun üçün şərtləri yerinə yetirən məzunlar öz SHXÇDX komisarlığına müraciət etməli, müsahibə mərhələsini uğurla keçməlidirlər. Müsahibəni keçə bilməyən namizədlər öz hərbi xidmətlərini normal qaydada başa vuracaqlar.

6. 🏥 Sağlamlıq vəziyyətinə görə xidmətə yararsızlıq statusları

Hərbi-həkim ekspertizası tərəfindən çağırışçılara verilən əsas statuslar:

  • Müvəqqəti yararsız (Möhlət): Müalicəsi mümkün olan xəstəliklər (məsələn, çəki azlığı/artıqlığı, müvəqqəti cərrahi əməliyyat sonrakı bərpa dönəmi). Hər dəfə maksimum 1 il olmaqla, ümumilikdə 3 ilə qədər möhlət verilir.
  • Dinc dövrdə yararsız, müharibə dövründə məhdud yararlı (Hərbi bilet / Ehtiyat): Dinc dövrdə əsgərliyə aparılmır, ehtiyata keçirilir (məsələn, orta/ağır dərəcəli skolioz, düztabanlıq, görmə qüsurunun yüksək dərəcəsi, müəyyən daxili xəstəliklər). 30 yaşa qədər hər 3 ildən bir təkrar müayinə təyin oluna bilər.
  • Həm dinc, həm də müharibə dövründə tam yararsız (Hərbi uçotdan çıxarılma): Ağır xroniki xəstəliklər, ağır əqli və psixoloji pozuntular, orqan çatışmazlıqları, ağır əlillik dərəcələri və s. Bu şəxslər hərbi uçotdan tamamilə çıxarılır.

Psixi və fiziki sağlamlıqla bağlı vacib qeyd: Psixiatrik diaqnozla (autizm spektr, ağır depressiv pozuntu, şizofreniya, şəxsiyyət pozuntuları və s.) yararsız statusu alan şəxslərin məlumatları müvafiq dövlət reyestrinə işlənilir. Bu status gələcəkdə surücülük vəsiqəsi almaq, dövlət qulluğunda çalışmaq və ya silaha sahiblik icazəsi almaq zamanı məhdudiyyətlər yarada bilər.

7. 💼 Qiyabi və ya əyani doktorantura təhsili alanların Azərbaycanda rəsmi işləməsi və möhlət məsələsi

Qiyabi və ya əyani, ölkə daxili və ya xaricində doktorantura təhsili alan çağırışçıların nəzərinə:

  • Əmək və Məşğulluq Alt Sistemi (ƏMAS) üzərindən nəzarət: SHXÇDX tərəfindən elektron sistem (ƏMAS / əmək müqaviləsi bildirişləri) üzərindən çağırışçıların Azərbaycandakı rəsmi iş statusları yoxlanılır.
  • Möhlətin ləğvi riski: Qiyabi və ya əyani doktorantura təhsili alaraq eyni zamanda Azərbaycanda rəsmi əmək müqaviləsi ilə çalışan şəxslərdən işdən çıxmaq tələb oluna bilər. Əks halda təhsilin faktiki olaraq davam etdirilmədiyi əsas gətirilərək təhsilə görə verilməli olan möhlət hüququ imtina edilə bilər və həmin şəxslər hərbi xidmətə çağırıla bilərlər.
  • Xüsusi diqqət yetirilməli hallar: Son dövrlərdə xüsusilə Şimali Kipr və oxşar gediş-gəlişli təhsil proqramlarında olan, ölkədə fiziki davamiyyət və rəsmi iş yeri olan şəxslərə nəzarət daha da gücləndirilib.

📌 Xüsusi qeydlər

  • QEYD 1: Qanunla hər təhsil pilləsinə yalnız 1 möhlət nəzərdə tutulsa da, praktikada 2 dəfə möhlət almaq halları ilə qarşılaşılır. Bu, əsasən, 1-ci başladığınız təhsili bitirmədən 2-ci eyni pilləli təhsilə müraciət etdikdə təmin edilir. Bu kimi halların spesifik nüansları qeydiyyatda olduğunuz səfərbərlik komitəsi ilə əlaqəyə keçərək öyrənilməlidir.
  • QEYD 2: Qanunən davamlı olaraq əsgərlikdən yayınma halı baş tutduqda və iş prokurorluğa qədər getdikdə 2 ilədək həbs nəzərdə tutulsa da, praktikada həbs edilən şəxslər bilinən qədərilə olmur.   • ⚠️ Watch out for lookalike agent sites charging $60–70+. They add a markup on top of the real government fee. Only use evisa.gov.az.
  • Passport must be valid for at least 6 months from arrival.
  • If you stay more than 15 days, you must register your address with the State Migration Service (your hotel usually handles this — confirm with them).
  • No visa on arrival for most travelers; visa required even for short stays.

    • If paying cash, drivers may not return small coins — treat ~0.50–1 AZN as a small tip.

👋 Greetings & Respect

  • Handshakes are standard, but religious women may avoid them — let them initiate.
  • Common casual terms among younger people:
    • "qardaş" [Kar-dash] – brother / bro
    • "bacı" [Bad-jee] – sister
    • "dostum" [Dos-toom] – my friend
    • "qaqaş" [Kah-khash] – bro / guy (very local)
    • "abi" [Ah-bee] – borrowed from Turkish, also "bro" (common in Baku)
    • "əmoğlu / dayoğlu" [Eh-mo-ghloo / Dai-yo-ghloo] – lit. cousin, used jokingly with strangers

👗 Dress & Public Behavior

  • Baku is relaxed — T-shirts, shorts, light dresses are fine.
  • In villages or mosques, dress modestly: cover shoulders and knees, especially women.
  • Public affection isn't common — outside Baku it may draw stares.

People often warm up fast if you try even a few words in Azeri.

  • Locals may switch between Azeri, Russian, and Turkish — especially in Baku.
  • Even without English, people help via gestures, apps, or by finding someone who can.
  • Avoid political topics (Karabakh, Armenia) — even jokes can get tense.
  • Religion is personal — don't probe unless it's brought up.

Mən bakalavrda ingilis dili müəllimliyi oxumuşam. Oranı 68 ortalama ilə bitirdim – yəni heç də parlaq deyil, bunu bilirəm. Amma magistraturam MBA (Maliyyə) üzrədir, tədris ingilis dilindədir və hələ iki ilim var. Hədəfim ortalamanı 91-dən yuxarı saxlamaqdır.

Rusiyada iqtisadiyyat/maliyyə sahəsində aspirantura (doktorantura) düşünürəm. Tam təqaüdlü getmək istəyirəm – ya kvota ilə, ya da olimpiada yolu ilə.

Sualım budur ki:

Kvota müsabiqəsində bu qədər aşağı bakalavr GPA-sı (68) məni çox geri atar? Yoxsa magistr ortalamam (91+) bu boşluğu bağlayar? Kvotada bütün diplomlara eyni çəkidə baxırlar, yoxsa son təhsilə daha çox baxırlar?

Olimpiada yolunu araşdırdım, amma sanki daha çox bakalavr tələbələri üçündür. Magistr tələbəsi olaraq bu yoldan istifadə edə bilərəm? Əgər yoxsa, onda sadəcə birbaşa universitetə müraciət etsəm, magistr GPA-nın yüksək olması o aşağı bakalavrı bağışlada bilərmi?

Im an Azerbaijani guy myself living in Europe for almost my entire life, now I didn’t really date many Azerbaijani women but the last few months I’m trying to and I’m getting very mixed signals.

Do Azerbaijani women prefer status and money rather/over and accept if the character is considerably bad and no morales, as long as certain networth threshold is held?

I’ve asked some Azerbaijani friends and they’ve told me that most really just care for money and don’t pay attention to anything else much as long car/house are provided.

By that logic couldn’t any richer guy always „steal“ yo girl?

Hi everyone!

This might be a bit of an unusual question, but has anyone here actually had any experience with adoption in Azerbaijan? Either you’ve adopted yourself, you’re adopted, or you know someone who has gone through it?

I’m ethnically Azerbaijani and speak Azerbaijani pretty well, but I live in Scandinavia.

My husband and I have been thinking about adopting a child from Azerbaijan and bringing them here. I’ve done quite a lot of research already and I’ve even spoken to a family lawyer, so I more or less understand how the process is supposed to work on paper.

What I’m much more curious about is what it’s actually like in real life.

Is there anything about adoption in Azerbaijan that people don’t really talk about?
I know adoption can unfortunately be a very complicated and sometimes problematic system in some countries, which is one of the reasons I’d really like to hear from actual people rather than only reading government websites.

We’re also not looking to adopt a baby. We would actually prefer an older child, probably somewhere around 3–7 years old, if it matters to the question.

Well any insights would be really appreciated. Thank you!

We are giving you 10 hours to leave.” California-born bandits Monte Melkoniyan can be seen among the group, firing an assault rifle near the end of the video.

The video footage captures an episode in which armed Armenian militants, led by Monte Melkonian, interrogate an elderly Azerbaijani civilian woman holding a white flag. The armed men ask how many men remain in the village. The woman states that only her sick husband remains in the village. Despite this, the armed men demand that she show them her husband and follow her, even after she repeatedly explains that he is ill.Particular attention should be paid to the treatment of the civilian population by the armed formations. The interrogation of a civilian woman by armed men, accompanied by intimidation and coercion, constitutes a violation of the protections afforded to civilians under international humanitarian law. The armed men also follow the woman into her home, further violating the protection afforded to civilian persons and their homes.This episode also documents the presence and activities of armed Armenian formations on the territory of the Republic of Azerbaijan during the armed conflict. The United Nations Security Council adopted Resolutions 822 (1993), 853 (1993), 874 (1993), and 884 (1993), reaffirming the sovereignty and territorial integrity of Azerbaijan and calling for the withdrawal of occupying forces from its territories.As a result of the occupation of the Kalbajar district, 511 civilians were killed, 321 people went missing, and more than 53,000 residents were forced to leave their homes. The blockade and the failure to establish a humanitarian corridor further aggravated the situation, turning the occupation into a humanitarian catastrophe for the civilian population.

By November 1993, hundreds of thousands of Azerbaijani civilians had been displaced from their homes. Many refugees and internally displaced persons, including women, children, and the elderly, were forced to live in extremely difficult conditions. Countless families spent the cold season in tents, unfinished buildings, railway cars, or out in the open, lacking adequate shelter, heating, medical care, food, and other basic necessities.At the same time, Armenian armed forces continued their military offensive against Azerbaijani towns and villages, causing further civilian displacement and worsening the humanitarian crisis. The continued hostilities left many families without homes, separated loved ones, and placed thousands of innocent civilians at serious risk.

Hello! Unfortunately, sometimes I see Azerbaijanis who claim that the Azerbaijani side carried out ethnic cleansing, etc., against Armenians. Perhaps they are trying to show Westerners that they are better servants, or they are just projecting their moral dilemmas onto others. Therefore, I want to write a bit about this. Perhaps the fact that nearly 1 million Azerbaijanis were expelled from their homes or that a portion of them were killed means nothing to you. That is possible. For this reason, I will share some archive videos with you. I hope these will show you how much the Azerbaijani people suffered. After looking at what Armenians did to us in the 1990s, calling the events that took place after 2020 'ethnic cleansing' is nothing but sheer impudence and a repetition of empty clichés put forward by the Armenian diaspora.

However, some of you look at these matters very one-sidedly. Denying or downplaying what the Azerbaijani people went through is unfair. I do not want to compare death tolls here, but bringing up the cliché of 'they committed ethnic cleansing against 100,000 Armenians' in every issue related to Azerbaijan is starting to frustrate me. We all know that historically, whoever had 5 manat in their pockets and didn't wanna enlist in the army could pay his way out of it. Over the past few years the system was changed to disallow this and to 'fight the corruption' in the system. But not much has changed from what I see around me.

Still, whoever has 8 manats in their pockets is going abroad and doing masters/phd programs to avoid getting enlisted, and a lot of these are either part-time or filler programs just for the sake of it.

At least during corruption, the money mostly stayed in the country's economy instead of going abroad.

The country could have built a system where those who have money and don't want to enlist just pay the government, which in turn pays those people who do want to enlist, or at least improve the infrastructure. But our, as we all know very smart, government dind't do this and now all the money is flowing to foreign educational institutions.

But sometimes, the most revealing stories come from small villages — places where culture is born, where memory is kept, and where the fate of a people can be traced through a single name. One such place is Ağkilsa, the birthplace of the legendary Azerbaijani ashig, Ashiq Alasgar.

Today, Ağkilsa no longer exists under that name. Its people were uprooted, its identity erased, and its name replaced. But its story remains, carried through the poetry of its most famous son and the memories of those who once called it home.

A Poet Born in a Village of White Stone

In 1821, in a quiet village called Ağkilsa — meaning “White Church” — a boy named Alasgar was born. The village sat in the Goycha region, surrounded by mountains and pastures, and shaped by centuries of Azerbaijani life. It was a place where oral tradition thrived, where the saz was not just an instrument but a way of seeing the world.

Alasgar grew up without formal schooling, yet he became one of the greatest masters of Azerbaijani ashig poetry. His verses carried the rhythm of village life, the sorrow of hardship, and the beauty of the land that raised him. He traveled widely, but his heart remained in Ağkilsa — the village whose name he mentioned with pride, whose landscapes filled his metaphors, and whose people shaped his worldview.

A Century of Upheaval: Deportations and Displacement

The 19th and 20th centuries were turbulent for Azerbaijanis living in what is now Armenia. Ağkilsa, like many villages in the region, experienced waves of violence and displacement.

Early 1900s: Azerbaijani families in several Ağkilsa villages were attacked and forced out during ethnic clashes.

1918–1919: The chaos of the First World War and regional conflicts brought new waves of violence. Ashiq Alasgar himself fled the region with his family, seeking refuge in Kalbajar and Tartar.

1988: The final and most devastating deportation emptied the remaining Azerbaijani villages across Armenia, including the Ağkilsa settlements. Families who had lived there for centuries were forced to leave everything behind.

These events didn’t just remove people from their homes — they severed cultural continuity. Villages that had preserved Azerbaijani traditions for generations were suddenly silent.

Erasing the Name: Why Ağkilsa Was Renamed

After the deportations, the next step was administrative: renaming.

Across Soviet Armenia, hundreds of Azerbaijani villages had their names changed — a systematic policy aimed at removing Turkic toponyms from maps and official records. Ağkilsa was no exception.

Different Ağkilsa villages were renamed in different years:

Ağkilsa (Shirak region) → Krašen (1945)

Ağkilsa (Goycha region) → Azad (1975)

Ağkilsa (Tavush region) → Jermakavan (1991)

The original name, rooted in the region’s Caucasian Alban heritage, disappeared from official use. What had once been a cultural landmark became a footnote.

Renaming is more than a bureaucratic act — it’s a rewriting of memory. When a name is erased, the stories tied to it become harder to trace. The village that raised Ashiq Alasgar was still physically there, but its identity had been overwritten.

Ashiq Alasgar’s Final Years: A Witness to Loss

After decades of travel and performance, Alasgar returned to his village in 1921, already near 100 years old. He found a place changed by conflict, its people scarred by displacement. His late poetry reflects this pain — the sorrow of watching one’s homeland suffer, the fear of cultural disappearance, and the longing for peace.

He passed away in 1926, at the age of 105. His grave, like many Azerbaijani cultural sites in the region, was later destroyed.

Yet his legacy survived. His poems became a bridge between the past and the present, preserving the voice of a village that no longer bears its name.

Ağkilsa Today: A Name Remembered Through Poetry

The physical village may have been renamed, but Ağkilsa lives on:

in the verses of Ashiq Alasgar,

in the memories of families who once lived there,

in the cultural revival of Azerbaijani ashig art,

and in the historical record of Western Azerbaijan.

Names matter. They carry identity, history, and belonging. Ağkilsa’s story reminds us that even when a name is erased from a map, it can survive in the hearts of people — and in the poetry of a master who never stopped singing about his homeland.
